TheAssignor.com provides referee assignment services to soccer leagues and tournaments. We recruit qualified, trained, USSF-certified and College and High School referees for competitions.

Effective Communication and Teamwork
Using advanced web site and database technology, we communicate effectively with referees throughout the assigning process.
- Referees sign up, provide their availability to officiate the competitions, and create their personal account.
- The assignors then make their assignments through the system, which notifies referees when they have new assignments.
- Referees log in to their account to review their assignments.
- Referees may accept or decline their matches (ensuring they have no potential conflicts of interest with the listed teams), and receive a printable schedule of their games, the teams and their full officiating crew.
Financial Reporting and Payment
Paying referees can be a cumbersome process. We provide detailed records and accountability of the amounts payable to each referee, and flag referees who must fill out a W-2 form for tax reporting purposes. We are flexible with allowing your organization to handle payment, or let TheAssignor.com manage it for you.
Competition Web Pages
We publish web pages exclusive to each competition to distribute information to referees, including Maps and Directions, Field Layouts, Rules of Competition, Accommodations and Weather Conditions. For additional custom web pages or web sites outside the scope of referee assigning for your competition, please contact Steve Piercy to make a direct arrangement.

Experience and Integrity
Moe Shafai is the owner of TheAssignor.com, and assigns referees, and coordinates assigning services with leagues and tournaments. Steve Piercy provides web site design and programming, technical support, and marketing and communication expertise.
Moe Shafai
Moe is a United States Soccer Federation (USSF) Instructor, Assessor, Assignor, and Grade 7 Referee. Moe has been officiating soccer in northern California since 1992. He uses this experience to further develop, train and mentor soccer referees.
Moe is president of the Northern California Soccer Officials Association (NCSOA) which provides referees for all the high schools in Northern California, with over 125 member referees.

Steve Piercy
Steve is the owner of Steve Piercy - Web Site Builder, which was founded in 1996. Steve designs, programs and creates web sites for businesses and organizations to improve communications and increase efficiency within their operations.
Steve works with several soccer organizations throughout northern California and even as far away as Bolivia. A partial list includes:

Fee Schedule
Game Official Fees
Game Official Fees are determined by the competition. These are the fees that are paid directly to Referees, Assistant Referees, Fourth Officials and Standby Referees. The fees will vary according to the age group, level of competition, length of halves, additional incentives (mileage, lodging, a referee tent with food and water at the field), economic conditions, the availability of referees, the demand for referees, and other factors.
To foster goodwill we strongly recommend that organizations pay referees quickly, either at the field with a check or cash, or within 30 days after the competition. Unpaid referees will lack incentive to continue working with that organization.

A standby referee will be paid to be present at tournament headquarters throughout a given time slot to fill in for other referees in case of emergency.

Assignor and Coordinator Fees will be negotiated between the organization and Moe Shafai.
